An official study group has recommended a change in language. The phrase "juvenile delinquency" should be replaced, according to the Juvenile Delinquency Evaluation Project of the City of New York. The term had acquired "a sinister meaning in general usage," according to a page one article about the report in the New York Times for August 15, 1960.
In the the royal capital of Laos, Luang Prabang, Premier Tiao Samsonith and his Cabinet were refusing to resign despite an Assembly vote of no confidence in the government taken in the administrative capital, Vietiane, following a military takeover there.
